An Introduction to Hangzhou 
Hangzhou was settled as early as 4,700 years ago, thus giving birth to the auroral Liangzhu Civilization. One of the seven ancient capitals and the key scenic tourism and historical culture cities in China, Hangzhou once was applauded as"the most splendid and luxurious city in the world" by Marco Polo, the Italian traveler in the 13th century.
Under the jurisdiction of Hangzhou are 8 districts, 3 county-level cities and 2 counties, with a total area of 16,596 square kilometers and a total population of 6.4278 million. As a central city on the Southern wing of Yangtze Delta, Hangzhou's city proper covers an area of 3,068 square kilometers with a population of 3.932 million.
Under the sound leadership of the Central Government, CPC Zhejiang Provincial Party committee and Provincial Government, Hangzhou has witnessed great development in economy and all social causes with the hardwork and devotion of its citizens since the drive of Reform and Opening-up. The GDP of Hangzhou in 2003 was RMB 209.977 billion, an increase of 15.2% over the previous year. It has maintained an annual growth rate of more than 10% for successive 13 years. Its total economic strength ranked No. 8 among all the big and medium-sized cities in China, No. 2 among all provincial capitals and No. 3 among all sub-provincial cities. Its GDP per capita reached RMB 32,700, or USD 3,950 as converted by the same year's foreign exchange rate. Its total financial revenues reached RMB 32.871 billion, an increase of 28.2% over the previous year. The fixed assets investments in all social sectors were RMB 100.618 billion, an increase of 30.7% over the previous year. The proportions among the three industries were 6.1 : 51.6 : 42.3. The non state-owned economy accounted for 50.5% of the GDP. The total financial revenues from the first 8 months this year have reached RMB 26.799 billion, an increase of 19.6% over the same period last year.
Industrial economy
In year 2003, the industrial value-added reached 93.5 billion RMB yuan which is 19.9% more than that of last year. The industrial gross value from large-scale industries was 312.838 billion RMB yuan which is 33.3% more than that of last year, and the industrial output/sales ratio was 97.8%. The increment of industrial economy was greater than that of the province, and the economic gross led in the goal of the One-High-and-One-Lead among the provincial cities. New progress has been made on the adjustment of the industrial structure with the expedite development of high-tech manufacturing industry. The gross value from large-scale industries was 47.256 billion RMB yuan which is 43.5% more than that of last year. The investment on industrial reconstruction was 23.607 billion RMB yuan which is 29.7% more than that of last year. The increments of gross value were all over 30% on traditional industries such as textile, chemical fiber, rubber, steel&iron, metal and general equipment manufacturing, etc. The economic benefit of industry improved. The interest and tax from large-scale industries reached 35.954 billion RMB yuan with 19.416 billion RMB yuan profit which is 30.8% and 33.5% more than those of last year respectively.

In 2004, the construction projects were completed in succession, including the extension of Shangtang Elevated Highway, Shiqiao 
Road, Shixiang Road, Linding Road, Jiqingshan Tunnel, Wulaofeng Tunnel and Fuxing Bridge (the No. 4 Bridge of Qiangtang River) etc. The main road network of the urban area and the supporting road network of scenery were further improved. the comprehensive renovation project of 3 Entrances and 5 Roads was completed and parts of Xitang River,Shengli River and Yanshan River were renovated ,The entire image of the city was improved . the first-period purpose of Laying Good Foundation in 2 Years of Qianjiang New City was achieved basically. By the end of the year, the total length of the real roads was 1558 kilometers covering the road area of 2.8952 million square meters, up by 6.3 percent and 13.3 percent over the previous year respectively. The construction of the city forestation was promoted in an all-round way and the city ecological environment was further improved. The increased green belt covered an area of 660 hectares. By the end of 2004, the green land area of urban gardens and parks reached 9855 hectares and the public green land 1961 hectares. 35.86 percent of the urban area was covered with green land and the public green land per capita in the urban area was 8.01 square meters.

The file was formulated and issued of Several Opinions about Fastening HangzhouӮs Construction of Ecological City and the plan was compiled and completed of the HangzhouӮs Construction Plan of Ecological City. The Blue Sky Project was carried out and the second-period work of urban air pollution prevention and control in a comprehensive way was completed. The work of clean and reorganization to 4 kinds of cars in the urban were fulfilled smoothly; The Clear Water Project was executed and the management was strengthened to the protection area of qualified drinking water resource; The Green Project was carried out and the ecological recovery construction of abolished mines; The Quiet Project was executed and the prevention and control of voice environment was carried out etc. The construction of urban environment infrastructure was strengthened continuously. The second-phase project of Qige Sewage Disposal Plants and the second-phase project of Tianziling Garbage Sanitation Landfill Plant progressed smoothly. 93 percent of the industrial solid waste was utilized in a comprehensive way. 95 percent of the industrial wastewater discharge, 96 percent of the sulfur dioxide discharge, 96 percent of the soot discharge and 96 percent of the dust discharge reached the standard. The environment noise in the urban area was 55.6 DB and the urban traffic noise averaged 67.9 DB.
